Reference: 14/01797/MAJ Address: Land At NGR 285451 72391 Whitehill, Exeter Road, Newton Abbot, Devon, Parish: Newton Abbot Ward: Bradley Proposal: 203 dwellings, public open space and associated infrastructure Type of Application: Major Application. CPRE has commented on the revised application that “CPRE objected to this application on the grounds that 38 of the proposed dwellings lie outside the defined development area of NA2. Our objections still stand as there should be no development outside of the NA2 boundary.
We also support the concerns raised by English Heritage .This development will have a severe adverse impact on the historic and rural setting of All Saints Church in Highweek, which is a Grade 1 listed building. Under the National Planning Policy Framework, para. 17, great weight should be given to the conservation of heritage assets in a manner appropriate to their significance. The proposed development will significantly detract from the setting of this important heritage asset as it will lose its countryside setting in a prominent position at the head of the Teign Estuary. This is contrary to Policy EN5 in the Teignbridge Local Plan. Therefore, this application is not consistent with Policies NA2 and EN5 in the adopted Local Plan and with the guidance which is set out in the NPPF for protecting important heritage assetsd and their setting.
